What Tier IV means.
Uganda's microfinance sector is regulated in tiers under the Tier 4 Microfinance Institutions and Money Lenders Act, 2016, administered by UMRA.
Tier IV institutions lend their own or borrowed capital. They do not take deposits from the public. This is what Kuula is.
Kuula's long-term ambition is to become a Tier III deposit-taking institution by Year 5 to 7, subject to UMRA approval and capital requirements. This is an aspiration, not a current capability.
